Welcome to RPEN
Hello!
We hope you are enjoying your summer. As President of the Retired Public Employees of
Nevada, I would like to update you on a few key matters that our officers and Executive
Committee are currently addressing.
Inquiry Regarding Recent AFSCME Retirees Mailer
Recently, many of you received a letter from AFSCME Retirees, addressed to Nevada PERS
Retirees, soliciting membership in their organization. Several members have reached out to
RPEN asking how they obtained contact addresses. Please be assured that RPEN did not share or
distribute any member information; we do not know how they acquired the mailing list.
As a reminder, RPEN is a 7,000-member, non-partisan, non-profit organization dedicated
entirely to protecting your PERS and PEBP benefits. We are an independent association of active
and retired Nevada public employees and do not operate as a labor union.
Many of our members hold dual memberships in both RPEN and a retiree group from their
former employer or union. For example, while serving as your RPEN President, I am also a
member of the Nevada State Education Association-Retired (NSEA-R), and I proudly support
the work of both organizations.
Looking Ahead to the 2027 Legislative Session
With upcoming state elections and the 2027 Nevada Legislative Session around the corner, your
continued membership in RPEN is more crucial than ever. RPEN collaborates alongside a
dedicated coalition of lobbyists representing both union and non-union public employee groups.
Together, we work tirelessly to defend your retirement benefits from harmful legislation and
advocate for improvements for both current and future retirees.
For instance, during the last session, RPEN member Kent Ervin drafted the language for AB 188, which sought to increase PEBP contributions (though it was ultimately vetoed by the Governor).
Building on that momentum, our RPEN Legislative Committee is currently interviewing
candidates for the Nevada Senate and Assembly. While RPEN does not endorse candidates due
to our non-partisan status, these interviews allow us to gather essential information regarding
candidate positions on PERS and PEBP to share with you before you vote.
Executive Director Search
Following the retirement of our Executive Director, Terri Laird, in May, our leadership team has
been diligently working to recruit a highly qualified successor. Our goal is to have our new
Executive Director in place by October 1, 2026, and we will keep you updated as the process
unfolds.
Thank you for your continued membership, commitment, and trust in RPEN. Your support is
what gives us a powerful, unified voice in Nevada.
Please feel free to reach out to me directly if you have any questions, suggestions, or concerns
regarding your benefits or our legislative efforts.
Warm regards,
Ruben Murillo

Welcome to RPEN
Welcome to the Retired Public Employees of Nevada (RPEN) website. RPEN is an association that protects the interests of retirees covered by the Public Employees’ Retirement System, (PERS).
RPEN works with PERS, the Public Employees’ Benefits Program (PEBP), the Nevada State Legislature and others to bring PERS retirees a strong, collective voice and ensure that our issues are heard.
RPEN is a strong supporter of our PERS retirement system. Our Executive Committee and Committee Chairs have underscored the importance of preserving this system to ensure that it remains solvent and viable, and that its funds are used for providing retirement benefits.
RPEN is not PERS, but a membership association that advocates for PERS retirees. If you are a current RPEN member and would like to view a copy of our State Bylaws, Policies and Procedures, please click here.
